Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, objects to the Parliamentary Scrutiny of the Issue concerning Responsibility of the Cabinet of Ministers of Ukraine and Appointment of a "Technical" Government

 

If the issue concerning responsibility of the Government is brought before Parliament, "I will definitely attend its scrutiny and, as the Chairman of The Verkhovna Rada, guarantee a totally professional approach to this problem", V.Lytvyn stated at the press conference in the city of Vinnytsia.

 

The Chairman of The Verkhovna Rada of Ukraine stated that he had been informed about the number of collected signatures required to bring the said matter forward. However, he has not received any proposals yet. 

 

V.Lytvyn believes that "the problems must be settled as they appear". As far as his personal stand and the standpoint of the Lytvyn Bloc Faction are concerned, the Head of the Parliament stated: "Before raising this matter, it is necessary to answer the question: what is coming next? What is the further development of events? Will the Government function in Ukraine at all?"

 

"I suppose that there is no point in facilitating realization of electoral plans of any political force or candidate for presidency. The initiators shall substantiate their standpoints and present their events development plan both to The Verkhovna Rada and to the authorities", - stated V.Lytvyn. He added: "We shall act on the premise that life does not end with elections".

 

V.Lytvyn expressed his opinion concerning formation of the so-called "technical" government in case the acting Government is dismissed, that would function till the newly-elected President forms another one. "The Constitution of Ukraine, the legislation and the Standing Orders of the Verkhovna Rada of Ukraine do not envisage a "technical" government", - he stated.

 

The Head of the Parliament stressed that a newly-elected President is not authorized to appoint a new composition of the Government. Therefore, the initiators should have studied legislation at first.

 

V.Lytvyn has a number of times suggested that the initiators propose their variant of the parliamentary coalition and a particular candidate for Prime Minister before raising the issue on responsibility. Such an approach would have been responsible, taking into account a complicated socio-economic and political situation.  

 

V.Lytvyn also stressed that the budget for the next year would not be adopted if the acting Government were dismissed. The Head of the Parliament also stated that "the acting Government is not concerned with adoption of the budget either". According to V.Lytvyn, the governmental resolution on distribution of expenditures for 2010 that "grossly violates the Budget Code, the Constitution of Ukraine and the Laws" confirms this statement.  

 

"Neither the President, nor the Government or the Verkhovna Rada shall violate legislation", - he declared. "The People´s Deputies and the Factions are authorized to express their attitude towards the Government, however, the consequences of any decision shall also be considered", - V.Lytvyn summarized.
